What you will be doing

The Environmental Health and Safety (EHS) Specialist position exists to facilitate and monitor a safe, efficient, cost effective and compliant production environment. This position exists to assist in the management of the EHS systems at the Bayport site. This position develops, implements, and maintains EHS processes and procedures to ensure site compliance with Umicore and regulatory requirements and reporting. There is a keen focus on environmental compliance and ensuring TCEQ, EPA and Umicore requirements are met.

 

Environmental
Manage environmental processes for regulatory and Umicore requirements such as:  maintenance of certification to air permits, storm water permit, air emission inventory, emergency response plan, TSCA, and recycling programs for Bayport plant 
Responsible for management of hazardous, non-hazardous, and special waste for the Plant and coordination of waste profiles
Responsible for reporting and management of site as a large quantity waste generator. Weekly inspections and compliance reviews for hazardous waste management.     
Develop and submit all corporate, state, local and federally required safety and environmental reporting. (Includes STEERS; Texas state reporting; TCEQ reporting; Baycap reporting; HERMES; the Umicore reporting system measuring monthly and yearly EHS and sustainability metrics).

 

Process Safety Management
Manage and direct Process Safety Management (PSM) records as per OSHA standards
Participate in and lead as needed, Process Hazard Analyses (PHA), Hazard and Operability Studies (HAZOP), Initial Start Ups, Standard Operating Procedures (SOPs), Training of personnel and other requirements to keep the Bayport plant PSM and OSHA compliant
Coordinate the review process of new projects and construction in compliance with safety, environmental and PSM regulations.

 

Health and Safety
Monitor industrial hygiene, medical surveillance programs, safety reporting, incident reporting and investigation, safety training requirements and documentation. Items include but not limited to: hearing conservation, respiratory use, Emergency Response Team, OSHA requirements, SDS, lock-out/tag-out, confined spaces, and other OHSA required training
Assist with the maintenance and development of the Emergency Action Plan
Assist with creating the EHS manual and Standard Operations Procedures for EHS at UCAT
Works with HR & Health and Safety Manger and third party Medical Review Officer to complete and improve site health and medical testing activities 
Maintain SDS files for site.  Complete submission forms for new materials.
Manage incident investigation processes to ensure effective root cause analysis and corrective action of safety and environmental incidents, reporting to regulatory and Umicore agencies and prevent recurring incidents. 
Support injury assessments and return to work activities with supervisors. Reduce safety risk to employees through Safe Start and other incentive programs, work hazard analysis, job safety analysis and employee training. Ensure systems are in place to ensure all safety equipment, alarms, detection and response systems are maintained.
Audits all internal EHS permits for Bayport
Identifies potential causes for accidents and recommends changes in process and manufacturing as needed

Who we are looking for

Education and/or Experience
Bachelor of Science Degree in Environmental Engineering, Occupational Safety and Health, Industrial Hygiene or a related discipline is preferred, but equivalent years of experience will be accepted in lieu of a degree.
3 to 5 years of experience with regulatory requirements in a manufacturing environment with a focus on OSHA / EPA / ISO compliance
3 to 5 years of experience with auditing and record keeping
Experience and knowledge in compliance with air, waste and water permits under TCEQ and EPA, spill prevention plans (SPCC), storm water pollution prevention plans (SWPPP), and plan development is required.
Expertise and working knowledge in pollution control theory

Interpersonal Skills
Must be able to interface effectively with governmental agencies, third parties, and contractors.
Ability to communicate clearly and concisely with staff, contractors and external parties
Able to work with a diverse group from different backgrounds and different disciplines
Capable of taking leadership responsibilities while maintaining relationships with colleagues and direct reports
Capable of mediating between employees and managers to maintain good relationships
Capacity to lead conflict management

Computer Skills
Excellent proficiency with the use of Excel, Word, Access, Outlook, and PowerPoint
Working knowledge of SAP preferred but not required
Working knowledge of STEERS highly preferred

Language Skills
Must have exceptional presentation skills
Strong oral and written communication skills

Mathematical Skills
Familiarity with Project Management principals
Knowledge of data analytics and Excel formulas
Ability to create spreadsheets for calculations
Capacity to conduct mathematical calculations

Reasoning Ability
Must be able to manage multiple deadlines with competing priorities
Strong problem-solving and analytical skills
Strong inter-personal and management skills (communicating, motivating, and developing team members)
Self-motivated individual who can work independently and make decisions
